Congressman Turner Asks FCC to Abide by Congress' Goal to Protect DOD GPS Receivers

Congressman Mike Turner has asked the Federal Communications Commission (FCC) not to take action inconsistent with Congress’ position on LightSquared (News - Alert) waiver.
Turner’s statement is in response to LightSquared’s petition to the FCC seeking immediate approval of its proposed network, which interferes with Department of Defense (DOD) Global Positioning Systems (GPS) receivers.
LightSquared is a nationwide 4G-LTE open wireless broadband network that uses its unique integration of satellite and terrestrial technology to revolutionize wireless communications in the United States. As the country's first wholesale-only wireless broadband network, LightSquared will provide broadband wireless capacity to a group of partners.
“The President will shortly sign the National Defense Authorization Act for FY12, which contains a provision I sponsored with Rep. Loretta Sanchez (D-CA (News - Alert)) that will prohibit FCC approval of the LightSquared network until concerns about its widespread harmful interference with DOD’s Global Positioning System are resolved,” said Turner, in a statement. “I understand the company has recently petitioned the FCC (News - Alert) to approve its network immediately.”
“Such approval, in view of the recent test results of the LightSquared network’s effect on GPS receivers, would be prohibited by our legislation. The FCC should take no actions inconsistent with the bipartisan and bicameral position of the Congress that our first goal must be to protect DOD GPS systems,” Turner added.
Turner is the chairman of the House Armed Services Subcommittee on Strategic Forces with which has legislative jurisdiction over military and certain intelligence community space and satellite systems. Turner’s provision is in Section 911 of the Conference Report of the FY2012 National Defense Authorization Act.
Recently, LightSquared announced that the preliminary results show that GPS devices tested in the lab surpass performance standards thanks to these newly developed solutions.
Following the test results, officials requested that federal agencies approve LightSquared's network so that consumers, public safety workers and rural America can enjoy many advantages of utilizing the network. These benefits include the capacity to support the explosive demand for mobile data generated by new technology, consumer devices, and mobile applications.
